This is generally considered the beginning of the modern era of the TBA. THe division alignment finally reached it's stable present form.  A commissioner was named. The rules stabilised for the most part and the current rules committee system was instituted. While some fracnhise moves have happened sinc 2004, the ownership has stayed largely stable as well.
