Keeper limits
The keeper salary limit is 110. The total salary of any team must
be reduced to 110 by February 1st. There is no salary limit during the
regular season. The value of any minor-leaguer not activated during the
previous year will be 3 for the purposes of the keeper salary limit.
After the keeper deadline, the minor-leaguer's salary will revert to 5.
Offseason drops will remain private until the keeper deadline,
February 1. Teams can select their drops earlier but the commish will
not approve the the drops until February 1.
Playoffs
Playoffs will be the last 4 weeks of the season. The
champions of each division plus two wild cards will make the playoffs.
The two wild cards will be the team in each league with the best record
out of the teams that don't win their division.
Three consolation brackets will also compete for the Mondale Cup, the Wooden Scalpel and the pyrite club.
- First week of playoffs - Best record divisional
champion in each league gets a bye. Second best best division champion
plays wild card in own league.
- Second week of playoffs - The division champion with the best record plays the winner of first round games.
- Final two weeks of playoffs - Winners of second week play each other in World Championship.
Playoff tiebreakers
Ties are broken based on season series between the two teams. If
the season series was tied or unplayed, it moves to divisional record.
If still tied, it moves to overall record. If still tied, OBP and ERA
determine the winner, and if still tied, it's a coin flip.
Draft
Draft order will be based on a combination of regular season
standings and post-season performance. To dissuade teams from throwing
their season when it looks bad at the end it will not be as
straightforward as worst record gets first pick.
2008 Draft Order will be determined at the close of the playoffs.
Spring training
After the draft, teams may add and drop players without
restriction. The only roster limit applied will be the system's total
players per team max. There will be no waivers, or transaction limit
until the start of regular season play. Any team that does not cut
their roster down to size by opening day will lose stats for as many
days as the roster is over the limit.

Rules committee
This will be led by the commissioner and made up of the teams who
won their post-season brackets. It will convene at the end of the
season.
The rules committee for changes in 2007 consisted of Doug Woodson
(FP) Ned Bertz (BOM) Jeff Macedo (TOL), and Eileen Rivera (MNL).
Based on proposals made by the league, Commissioner Jango delegates
Commissioner M to submit a list of proposed changes by email and league
message boards. The committee members have a week to listen to feedback
and cast their votes. Ties are decided by the Commissioner. Up to two
rules may (or may not) be instated by Commissioner's privilege. Any
rules submitted under privilege must be defeated by all 4 members of
the committee, or the rule will pass. No more than two rules may be
submitted this way. The Commissioner has one veto which can only be
overridden by 3 of 4 votes.
Transaction limit
All teams limited to 50 add/drops for the entire season (an add
counts as .5 a drop as .5). This does not apply to trades or add/drops
made as a direct result of injury or if a trade forces you to make an
add/drop to get a legal lineup.
New owners get an extra 10 add/drops if they take over during the season.
Pitching
Each team must start no more than five pitchers each week. A team
will not get credit for the starting pitching stats of more than five
pitchers. A team will not get credit for a pitcher's starting pitching
stats if he was activated in the Relief Pitcher slot. Only stats in
relief will count in the RP slots. Only Starting stats will count from
SP slots.
There's a maximum IP of 1300. There's also a minimum IP of 700.
Salaries
Salaries increase by one each year a player is kept. Draftees
salaries are determined by the round starting with 10 for the first
round and one less for each round thereafter. Free agent salaries will
be set at 5. No player will have a salary less than 5.
Injuries
Teams are encouraged to activate players who are on the injured
reserved but are no longer listed as injured. However there is no
method for forcing the activation of these players. Teams may not pick
up an injured player and place them directly on the DL. Only players
that have been with the team healthy for a minimum of two days may be
placed on the DL.
Franchise Locations
These location rules will be in effect for any franchise movements
or expansions after the beginning of the 2004 season. Teams must be
located in a city. The city may be anywhere on Earth provided the
population of the metro area is over 1 million. More than one team may
locate in the same area if that metro area is over 5 million people.
Teams may use the name of a region rather than a city only if no other
teams are located in that region. Nicknames must be approved by the
commisioner and can be turned down for any reason especially if lewd or
unoriginal. Only the commissioner can make exceptions to these rules.
Schedule
Teams will play 4 series against each team in their division, two
series against each team in the opposing division within their league
and two series with teams from the opposing league. The interleague
play will occur the week before and the week of the all-star break.
Proposed rule changes for 2008
Allow drops to be made whenever a team likes from the end of playoffs to the Feb.1 deadline.
Have draft in straight order rather than snake.
Reduce keeper amount to 100 for the offseason between 2008-2009.
Eliminate the transaction credit for injured and traded players and increase transaction limit to 60.
Eliminate transaction limit.
Increase injured reserve slots from 3 to 4.
Teams will not be allowed to draft more people than a legal roster
can hold. They will have to pass on picks after they reach the maximum.
Move the trade deadline move back one week,
or at least to the end of the scoring period that the MLB
trade deadline falls in.
Raise free agent price to 6. Draft picks would still be 5 after the
6th round. Only free agents picked up during the season would be
affected.
