A parliamentary federation of continents and nations
Council of the Seven Continents – 105 Delegates
- South America – 14 free delegates, elected without regard to national borders
- Pacifica – 5 representative delegates, elected as representatives of the regions of Indonesia, Malaysia, Philippines, South Pacific and Australia.
- Asia – 13 representative delegates elected from the regions of Cambodia, Vietnam, Laos, Thailand, Myanmar, China (2), Korea, Japan (2), Mongolia, Siberia, Uralia.
- Africa – 37 free delegates, elected without regard to national borders
- Europe – 22 free delegates, elected without regard to national borders
- North America – 14 representative delegates, elected as representatives of the regions of Alaska, California, Canada, Caribbean, Guatemala, Honduras, MSA, Mexico, Mormon Nation, Panama, Quebec, SSA, UNA, USA.
- Non-voting Seats – Antarctic Conference, Luna City, Israel*, Switzerland
*Israel was offered a seat but declined to take it. However the seat was always reserved at any official functions.

- South America – Senior delegate
- Pacific Alliance – Chosen by vote (inaugural delegate from Phillipines)
- Confederation of Asian Nations – Chosen by vote (inaugural delegate from China)
- Africa – Senior delegate
- Europe – Senior delegate
- North American Union of Sovereign States – Chosen by vote (inaugural delegate from MSA)
Ruling Council
The Ruling council consisted of representatives from the continental governments combined with representatives from individual nations from continents without strong continental governments. Eventually all but North America converted their continental organizations to governments. Here are the seats on the council.

Dominant Nations Conference
Also known as the G12, this conference was created to provide a more efficient way for the large economies to discuss issues of trade, immigration, and other non-security issues, without involving the formal council of seven continents. No binding votes could be taken, but matters referred from this conference to the larger council were usually approved.
